10000 is too round of a number, I wonder if it is increased level cap rather than infinite level cap. May just be rounding for convenience, I feel like if it was an increased level cap it would be set to 9999 or 9900 (skill being called 100× lvl cap feels more likely than 101× lvl cap or lvl cap increased to 10000.)

Izyuin must have another special skill called level up by stealing EXP from players or actual player-killing EXP. His skill might be related to how he cannot form parties ( who would join a killer-type skill??? ).
