A lot of it is still vague, but he saw a lot of potential in them (Kaoru especially) and felt that they were not reaching that potential. We don't know if he used those "10 unresolved reports" as a final test, a way of killing them off, or if those beings changed him into something else, but seeing Kaoru patching a hole in reality is what made him switch to a hands off approach.

The only thing that's certain is that Nishimura (or the being replacing him) has no idea how human's work.
