It is her POV so i guess she has to be in the middle of things , plus ppl emotional /suspecting partners of affairs aren't exactly cold/calculating unless she wants some bridge burning /scorched earth revenge

Calling it now, Kyouko is just Rei's confidant, and Mahoro and Haruto are going to get busted, giving Rei the leverage he needs to get off scot-free. The only wrench in that idea is why Rei would bring "just a friend" to a super nice hotel where the both of them are dressed up, but I'm sure that can be handwaved somehow.
