You might've misconstrued my comment a bit. But, following the statement made in the manga, knowing how to whiff punish and learning to read your opponent are not indicative of a very high rank because it is simply something you will be doing far before you reach that level. So yes high level players like Blaz or Punk obviously do these things, but simultaneously you will find much lower skilled people then them also whiff punishing and reading your opponent because these are basic skills you learn playing the game.

Ex. Someone who car drive can probably turn a corner, and someone might not be able to turn a corner. However, someone who is a professional race car driver can also turn corners, this does not mean everyone who can turn a corner is a professional racer can, a regular driver may not be able to turn the same corners a professional racer can.
While I do agree that everyone can pick up whiff punishing and reading, I do argue that there are levels of consistency and skill in those acts alone that make a person a master which is what i believe the elf captain was referring to.
