Score better then anyone ever on the part tests that determines actual ability and proceed to give him the lowest C-rank (this part could be justified due to the horrific failure of their investigation team meaning that they had not info on him) and publically treat him like nothing special, when if nothing else you should get him to mock fight other heroes to get a feel for his strength. The battle he got B-rank he (on camera) one shotted a monster that stood up to multiple A-ranks and an S-Rank . Before that there was the meteor he destroyed which 2 S-Ranks could barely effect. The S-Ranks (other then the few who have seen him fight) treat him as a weak nobody, quite frankly his physical results alone are enough that EVERY ONE OF THEM should have been briefed on him that day. They even gave him a nickname in the dumbest and most insensitive way possible, since for their hero names you should at least consult the person to make sure there are no personal issues with the name, and never choose a name that relies on something that could easily be a sore spot for that individual (how many bald men are sensitive about their baldness, to many to just use it randomly because you are bored and lazy).

I can not remember if it is in the manga or just the anime, but they asked Genos about the House of Evolution in the most indirect way possible, only technically asking him if he destroyed the building and not specifying defeating the members which are 2 separate things but in the questioners mind were one and the same.

for the meteor there was 3 S ranks around so everyone would just assume he helped a bit so even if the association knew he was the one who destroyed it they can't rank him higher and for the deep sea king he made it appear as if he waited till it was weakened then kill it and take the credit because of the one asshole who started to insult heroes because some weren't strong enough to kill it as for the naming thing the point of that scene was to show how most of the association aren't taking everything seriously by choosing naming heroes before making countermeasures against the prophecy
