Of course minorities can be racist, it's called internalized racism, and it's what leads people to make preconceived notions about how they are and how they should be. An African-American who believes he "isn't smart enough to graduate college and pursue a career" is suffering from the same kind of racism that a developmentally stunted person like
@Halo uses to perceive others as threats, or as Hispanics stealing jobs from Americans or assuming they are Mexican/American when they are Australian citizens.
What is not racism is "reverse racism" or racism against whites, it doesn't matter what views minorities may have on whites, they aren't racist.

Sterven states quite plainly he doesn't want his ability to "make jokes" infringed upon. This is a classic racist dogwhistle for racist, sexist and ableist environments.
