@Hitspark that about Japan not taking messing with minors lightly is something i would put in quote. Yeah, police go after people people who dates minors and the laws about doing that are pretty harsh, but thats it. They punish the offenders but do little to nothing to prevent the offense. Or shall we talk about the little to no control they have of those dens of prostitution called dating apps and love hotels?
Well, not that we can expect much from a country where softcore porn involving minors is legal. If in my country i went to some publishing company and told them that i wanted to film and take photos of an underaged girl running in bikinis one or two sizes smaller than the size she should use, as i focus on her bouncing boobs, with the intention of selling them as fap material, i would be in jail before noticing it.
The expression "everything is fine as long as you dont get caught" is brought to a whole new level in Japan.

@Tearsax They do take it seriously, but something you have to remember is that a lot of the higher ups are working with and for Yakuza, so it's hard to get anything done that could incriminate them. They pretty much control all of the Adult Industries in japan.

So it isn't like they're intentionally allowing minors on those kinds of things. There's a reason every district gets to set it's own age of consent and most set it to 18, but there's also a reason why the adult industries in japan is considered potentially dangerous.

Japan's been fighting that war for years and while they've made good strides in picking them out, they're not done yet.

@Hitspark the problem is that most of the higher ups work with the yakuzas, this is already something that shouldn't happen but because of this they cannot take it "seriously" as you say and take drastic mesure because they are afraid of incriminate the yakuzas that are in most cases the ones who orchestrate those crimes.

this all prostitutions business in japan is just shady and sad, they even joke about it in manga, that shows off how its not taken that seriously.

It would have been more logical for the girl to fall in love with Hanako. She was the one who saved her. And it would have been a good as competition and for character development.

@migh I don't think you can say that because they joke about something, they don't take it seriously. Satire and comedy has always been a way to give a more pointed criticism than just for funnies. In fact when my family or my friends make EXTREMELY dark jokes, it's usually by pointing out how messed up something is and laughing about it with a sense of catharticism.

If you want to see if a places cares or not, you have to look at how the society at large feels. In fact I'd say it's the opposite of it not being important to them. Why seed the higher ups of companies and the law to prevent people from incriminating them, making illegal their 'legal' trades and effectively shutting them down if there wasn't a fear that stuff would happen in the first place? Japan cares. The Yakuza who are actively keeping themselves safe? They know it too. Otherwise there wouldn't be a need for them to keep themselves and their operations safe, Japan would just turn a blind eye to it regardless.

It is a sad situation, I agree. On the bright side of things, Japan HAS made big Yakuza busts in the years past - so if nothing else, they are trying to fight back.
