i take it you haven't read any chapter before this. That isn't what he thinks. He is aware that she likes him and vice versa. they are actually dating right now. He just doesn't wanna seem gross cause he thinks she is out of his league, and she has guys hitting on her all the time and he is worried that if he acts like them, trying to get into her pants, that she will lose interest. Also he has a really strict moral code, i am pretty sure he doesn't wanna sleep with her til marriage.
the one thing I'm wondering about is if this will become a narrative point of contention for them. If Anjou ever hits a point of "I can't do the lack of intimacy between us anymore", and it'll be a moment of Seto having to decide if he'd rather "follow rules", if it means losing her.

I don't know if it would be good writing; it feels like the sort of forced conflict you'd see in lots of romance manga titles, but it sorta fits their established dynamic. Seto's made progress, and his reasoning as you explained it makes sense - though I kinda feel like he's imposing his beliefs on the both of them without taking her wants and feelings into consideration; Anjou's holding back for his sake, but let that go on long enough, and it risks becoming one-sided.

Clearly Anjou loves him, and she's being (I think it's fair to say) amazingly patient for his sake, slowly dragging him along with what she's wanting from him. So maybe this will just be one of those 'goes for 500 chapters of slow-burn changes' type things. Hopefully, with actual dynamic shifts and growth, as well. If there's contention over this specific issue, hopefully it's handled well and doesn't feel cheap for the sake of stirring the pot.

I've read this since chapter one and I was making an exaggerated joke because this is a common trope. Maybe relax a little and try less hard.

This is a different and interesting take but these are supposed to be high schoolers and there isn't any way Anjou is thinking about something like sexual gratification in their relationship, lol. This would be something good for an adult/co-worker type story imo.

Well that is why I said "intimacy", which doesn't necessarily mean sex. But she was trying to get him to look at her topless; to the degree that teens get horny (which is to say, in general can be a lot, but), Seto's just not on the level with her.
He's okay with her hanging off of him in private and doesn't shy away from her kissing him, but he's clearly holding her at arm's length about at least several things she seems interested in, and it's seemingly very one-sided on his part. If she's only ever teasing him, she's being remarkably consistent and persistent about it, so.

And that incongruency in the physical side of their relationship is seemingly being played for laughs at the moment, but I wonder if it'll become a point of actual narrative/relationship conflict later on, or not.

Yeah it's an outcast dude being uncomfortable with being accepted and found attractive, tale as old as time. It's realistic but also getting more drawn out than it needs to be.

I think part of it is that the IRL timeline of us getting the chapters and how long has passed in-story are pretty disparate. Something like several months? Less than a school year, certainly, IIRC.
So in that sense, that he's moved from flinching at her touching him to being okay with her legs around his shoulders in the privacy of her room, is certainly something.

200 chapters seems like a drag of a story, but narrative-wise I think it's actually not terrible. But, the sentiment of vague frustration over Seto's behavior is understandable when his reasons, even if understandable for him (like you said - high schoolers), seem silly to the reader who knows all of the context.

Maybe with the dad coming back, things will start picking up as Seto has another man even closer to Anjou to compare & contrast against, and potentially get advice from.

I entreat you to consider trying harder, my good fellow. 🧐

Thing is, he does act on her wants once in a while. A few chapters 50 chapters ago, they were hanging out in her room and she wanted to fool around. He resisted at first, as you’d expect from good-guy Seto, but when he realized he’d made her sad by turning her down, he acquiesced and was the one who initiated the kissing and everything.

I don’t believe Anna will ever get tired of him, because she loves his reactions. She loves that she can get a rise out of him, but she also understands a lot about how he works. Yes, he’s a rule follower, but he’s willing to break those rules for her. Them spending the night on the beach, and him inviting her to spend the night at his house when he was home alone, are both signs of that willingness to bend the rules to make her happy and safe.
