My suspicion is that she's kind of emotionally damaged and in need of affection similarly as him. Like I actually get the sense that there’s an interesting story to tell about a touchy subject here, and neither is just a thinly veiled attempt to romanticize the author’s obvious fetish.
What a pleasant Christmas present that’ll beI really do find the subtly unsettling manner that the creatives have portrayed Saki to be quite compelling. One comparison might be the Other Mother from Coraline where the feeling you get from her is a tense one of "okay, when does the trap swing closed?", because although she doesn't have buttons for eyes, a lot of the time her face is cloaked in shadow and at certain key moments her eyes are completely obscured. You never quite know if she's looking at him with genuine parental affection or is doing her best Yuno Gasai impression.

So I think Jun's clearly already past the age where even a stepmom with perfectly pure intentions would be much of a help, and so like I said about the previous chapter; his budding sexuality is going to eventually force him to see her as a woman far more-so than a mom. Hell, even at this point in the story he can't bring himself to call her his mother without her prompting him.
