It 100% is, and if that's really what's happening then this chapter needs to be reported. The only reason I haven't done so outright is that I checked rawkuma and the latest chapter available there is also 9.1, which would imply that the group didn't artificially split the chapter. However, if the chapter is currently available in full on their site (I haven't bothered to check), then it might still potentially be reportable, but I'm not sure enough of that to say conclusively.
