Here's my pet theory, Nekoguchi didn't want to reintroduce Mikawa because she's incredibly two dimensional (pun not intended) and he wanted to cash in on the fad that is the gyaru.
The solution? Fujishiro.

You get the drama associated with a love simplicial complex, a character that has some depth to them and a gyaru. What could be better?
