Oh, there are people for sure who are judging the match to make sure it's fair.
But 99 % of the people watching are going to be paying attention to the match and not the surroundings.
It would be pretty easy to hide in the crowd and it's not like people are going to raise any eyebrows at a man with long sleeves raising his arms a little...
Sure people might see him, but it's not like anybody would suspect anything unless they are actually able to see the bolt flying in mid-air like the knight was.
Magicians get away with a lot less even today with cameras and everything.
That said, you could make a point by mentioning that there might be high-level guards who could do that considering the stakes of the tournament... but again they may or may not have been bribed.
