At this point we don't know the full scope of the conflict in Waldecia but from the way their emperor treats the common folk it would seem that the upper class literally carpet nuked the world by their callousness and since Class A had a plan to fall back on they were fine with it. 8600 people out of a billion or more being the only survivors? I dunno how you can defend any of the structures that placed such a disgusting ruling class in place and there is no room for accepting them.

Licorice has done nothing if not act for her own self-serving interests and this the cause for her betrayals. It isn't that she hasn't been developing new connections but she likely lived in blissful ignorance of her class's privelege. It is only now that she's experienced something outside of that class that she can truly see what was at the head of the upper class.
