Well, I shouldn't be surprised that there are guns since the technology level is clearly quite high. What I'm more surprised about is that the herbivores aren't all equipped with self-defense equipment, such as stun guns. Non-lethal stuff to save their lives. Seems to me that it could solve a lot of issues... Well, it'd also bring some new issues in, but in a world like this, the herbivores REALLY needs a way to protect themselves in. Things like having a heavy punishment for herbivores that misuse it might be good?

I also guess that a stun gun would be kind of hard to use anyway since different types of animals require different voltage, the voltage to stop one would kill another. Hmm... Maybe they should at least equip them with something like heavy duty pepper spray? That works for pretty much any animal with eyes and isn't lethal at all.
