Well, the mission to get the controller over the Gate to build their own has failed entirely, so the only things that're left for them now: to inflict maximum damage to Japan and, possibly, the US and to retreat with anyone from the group possible. And that's what they're trying to do.
Besides, even if they were successful with securing Lelei, but failed to build the China-Gate after destroying the Ginza one, then Japan'd be left with no Gate at all, so I'd call that a smart decision in terms of gains and losses. The only serious problem I can think of is that doing so can open a black hole and thus erase two worlds, but I doubt it's going to be like that.
