The one exception that I know off the top of my head regarding Japans' terrible filming laws is if it is done for the sake of public safety.

And I'd argue that exposing bullies who threaten the public peace and safety of school whilst the school has so far been unable to stop it counts.

But I like that mother daughter moxie,because the best way to deal with a bully is to pull out the Merryweathers.
