When he freaked out about the hot water and excavation marks, I thought the twist was a gas leak, like a natural hot spring or something, and that's why he seemed to panic. I thought that would explain the previous owner's death, the failed demolitions, and even any ghost sightings if it caused hallucinations.
Also "THE END" at the last page scared me for a moment, so I checked the official raws. It's not the end of the manga lol.

It was properly sold as per Contract, by the Commercial Guild, the legally appointed representative of the Duke. They weren't deceived about the ramshackle nature. They were told it has been 10 years since it was occupied. Caveat Emptor.

It's probably not scalding hot, but this is winter. And even warm water is enough to be a shock in the snow. But we have to remember, it's continually being produced by his magic blocks. 24/7/365. Enough hot water to fill a literal Palatial Bath. And it was still really hot enough to be an Open Air Foot Bath, after traveling from the Duke's Mansion. It's intended to travel all the way across at least half the city, to reach the river, where it'll be cool enough to enter the river. So it's not just a matter of temp, it's the volume of heat energy in the mini river.

So I would assume this is still Foot Bath Hot, and barely 1/5 of the way along its path.

Just as it takes a shitload of energy to significantly raise the temperature of water, it also needs a lot of time to cool down to room temperature. When it flows rapidly it doesn't really have the chance to conduct a lot.

You're assuming modern RL regulations apply here. Even if they did, as long as it's uninhabited and sold to be demolished, it shouldn't be in any violation. Though admitedly, I'm not into real estate, so there might be something.
