Bro, you are a teenager, your hormones are raging right now, it's just completely unbelievable that he wouldn't at least be aware of the POSSIBILITY that he's into her romantically or sexually. I mean, he's 17, not like 11. And the idea that he'd need his friend to give him some CBT-type mental walkthrough to reach that conclusion, it's so freaking out there.

No, it isn't dumb. Just because your hormones are raging doesn't mean you'll react by seeing any non-relative in a sexual light. Just because you like/love someone doesn't mean you'll be able to easily parse out the way that you like/love them.
Also, some people are just less sexual/romantic (every heard of the terms demi-sexual and demi-romantic?— those are two common types of this).
In fact, at that age, if he feels anything sexual towards a friend, he might easily conclude that those sexual feelings are the work of hormones (and feel super guilty for having sexualized a friend). He wouldn't necessarily be wrong for that conclusion either. (It's that "Crap, I'm horny — better handle that before I do shit I'll regret.") When you have less experience with sexual feelings, that conclusion's all the more likely.
