I just had a thought... if you went back and looked at the early chapters, and put the story out of your mind, just looking at the art, how old would you guess Meguru is?

She's consistently drawn noticeably shorter than Kasane or her sister, with a smaller face, too. Looks like a kid, right?

But we were told early on that she was in high school, meaning at least age 15, and girls have mostly stopped growing by then. In chapter 30 we get exact ages, 17 and 27. Girls by 17 have really stopped growing, at least vertically; physiologically, Meguru is an adult. If she's shorter than others, it's because she's a short person, not because she's a growing child.

I don't know if it's just unconscious use of this artistic convention: https://tvtropes.org/pmwiki/pmwiki.php/Main/ShortTeensTallAdults or a deliberate bait and switch. But she's drawn so as to evoke (I'd guess) early middle school, age 12-13, when she's actually young adult, emphasis on adult. We would probably have different gut reactions to the story if she looked taller than either of her 'sisters', which would be 50% likely if we picked heights randomly (given that Kasumi and Hitomi are about the same height as each other.)

To be fair she only figured out her feelings a couple days ago, and they're only been in this situationship for less then a month, and the whole thing started based on her reminding her of her sister. It's very reasonable to assume the 17 year old is confused about her feelings, because she still kinda is too
Well, true, Meguru only realized few days ago, but the relationship actually started after Kasane blurted out her feelings by mistake and was misunderstood which led to their sister contract. Meguru "attacked" Kasane right after terminating their sister contract so her intentions should be clear here and regardless of the legality (which could work in a wholesome pre-legal age setting as theres plenty mangas like that, tho is fictional so idc if they do it all tbh), Kasane decision is completely one-sided and her motivation, tho seems mature, it is not, she has history for bad decisions, like deciding to be Meguru sister for real after the real one left.
Do you think some random adult living with a minor without her parents consent is legal then? She was being paid to act as a sister of the minor she likes and now she has morals lol
The more the story goes the more i think Kasane is just wrong in the head. Mizuki dodge it but Meguru sadly is going for it because shes young and doesnt know better.
