My instincts is still telling me that Nobimaru will be the final boss. Inari's desire are simple, she wants to rule, to be on top, to be a despot. That means she still wants something to rule over.
Nobimaru......I just remember in the early parts of the manga when he talked about how Inari wants "coexistence" and he seemed to be dismissive. I genuinely thinks he wants to kill the humans and/or make them slaves instead of just ruling from the shadows.

i guess the correct pronounce is o-i-na , not oi-na . and o-i-na-ri .
