My only issue with this tool is how the other side knows when a message is coming. Is the sound of the skin changing loud enough?

I imagine them to have stationed messengers that would supervise these tools and be on the lookout of any messages while working on other jobs as well. They might even create promise together fixed times that a message may the most likely arrive. In war times they would be the most likely be observed around the clock for fastest messages.
