In ch. 49 Juliana warned Kouta to be "very careful not to break" it and in ch. 57 Emma said it could be easily reattached if Kouta fled, at least implying that removing it at the nearest harbor would be a non-issue.

It's not that it's unremovable, it's that it can only be removed under specific circumstances. IIRC the MC has an unlocking skill, which means if he had remembered about it, he could have used his powers to remove the collar. The Bitch took advantage of the memory loss to trick him into thinking it would harm or kill him if it wasn't removed properly.

and BTW the non-human intervention of the God don't include the MC that is likely a summon sacred beast
