Anybody in that group that was a ‘decent person’ was murdered by someone who wasn’t.

Everyone out here mad he’s murdering these fools like he hasn’t been meticulously running down a list from day 1. These people were on it - it is now their time. You think a fledgeling god can stand up to the head of the pantheon on day one? He’s got to get his name out there somehow. Properly, as a god, not just “that one hero who went batshit insane and has a vendetta against the kingdom”. The series is the same as it’s always been - it’s okay to be tired of it, but don’t pretend it was ever anything more than what it is now.

So far, I think the story has gone "We found the ultimate one piece Dragon Balls then what". I mean, he's basically a god, usurping godS (multiple, mind you), exacting revenge to the gods above him, and revenging on the citizens he deems sinful.
In the other side, puny humins summoning some, what, demon? Demon against gods-killing God?

We as a reader knows Raoul's situation. I think it's like waiting for "Aaaaah, they thought they can defeat me with a measly demon. ME, a GOD KILLER, AHAHAHAHAHAHAHA!". I mean, his peak is when he humiliated and judged the gods. Now... what?

There has to be a divine (or similar) being manipulating that world.. A society couldn't have formed if 100% of the people were this horrible. The lower the population, the more focused this entity can apply its influence, as there were somewhat reasonable people when the planet was fully populated. If we're to trust the dark ritual occurring at the same time, which I believe was meant to take 24 hours, then these "sinless" people devolved into monsters within a day. You can't seriously have me believe that the only reason these same people hadn't been previously this evil was that they were afraid of the more powerful evil people, yet they all devolved into this instantly when they should've re-acquired that same fear within seeing the first few people raising to the top in the new "paradise".
