Rather than Goddess's, I think it's game's. Specifically traditional RPGs.

Her buff/debuff seem to be just stat buffers/debuffers mainly, which in most games can be applied to boss (for example debuff to make boss take more damage/do less damage)

Whereas Mimori's abnormal statuses are generally so powerful that most games make bosses immune to them (for example stun is a common CC used in games but almost every game give boss stun immunity to avoid people just chain CC it to death)

Is she implying that "abnormal state" and "debuffs" are separate things here? Otherwise it seems odd for her to go "abnormal status is a failure frame, but my debuffs helped me kill that guy!"

I guess maybe it's a difference between specific effects like damage or paralysis, and her "debuff" just means "stat reduction", but that seems awfully specific if so. Usually poison/paralysis/etc are just seen as debuffs.
