Sure, the imperial family have the Chief Wolven ingredients for their own use but it doesn't mean that they are obligated to give it away just because some noble asked for it. If he needs it that badly, he can try acquiring the ingredients by himself rather than taking it from someone else and getting mad if he got refused for it.

Nah, it is just that rare. Instead of mindlessly searching for the chief wolven it is much more plausible to ask the emperor. And the emperor act of refusing it for emergency is the same as making him abandon his daughter.
