For me his hesitance isn’t that annoying, dude just went out of prison and has social anxiety, what irks me is how the story seems to be leaning into yet another misunderstanding plot now, on top of the one he found in her journal. Obviously she’s not evil, she probably has a non-fiendish reason to hurt the other girl (my bet is she must’ve talked shit about her, or the guy or the mom, so she lost her composure and hit her, probably deservedly so), it’s boring and the author isn’t fooling anyone. I was imvested in him developing his relationship as siblings with the girl, not more unnecessary drama.

I am going to say my theory: Sumire, the bully girl, might not be an evil bully.
The children seem to like her more than the supposedly lonely sweet sister.
So my theory is that Sumire might have been trying really hard to get adopted by the Waku family and then the sad lost little sister sabotaged her attempts.
I think the bully Sumire told Shiika that she was going to expose her real identity/intentions to the MC and Shiika lost it and pushed her into falling into that table corner and busting her head.
There are 3 ways this can go:
1) Shiika might have been planning revenge from the very beginning and maybe she had a change of heart when she found out about MC's sister and her father. So now she feels like she wasted her time and is just trying to live to not let the MC kill himself as her atonement.
2) Shiika might just be a good girl and Sumire is a jealous manipulator. Although why she is so popular with the kids while Shiika is not seems like a red flag or Shiika might just be a loner which is what attracted Waku mother to her.
3) The Yandere ending.

You know people have facets right? Some kid can be a bully to one kid and nice to plenty of other, and neither is necessarily an act. The latter doesn't forgive the former, but it doesn't make one side a lie.
In real life most bullies do tend to be more popular than their victims, anyways.
They're both little kids anyways, realistically neither are probably that bad. But since this is a story, either could be I guess. Either way, being popular doesn't detract from bullying even a tiny bit.

Can't wait for the next volume. I have a hunch that the bully provoked Shiika into attacking her. Wonder if the bully was close to the mc's sister or sth which would explain why she's so hostile towards her. She could also simply just be jealous that their foster mother gave more attention to Shiika in order to try to make up for the whole incident.
