Tbh, girls do slow down growing at around Aya's age and many women in their early 20s (Erika and Koto seem to be 21) don't look drastically different than how they did in their middle-late teens. For example, even in the manga, there isn't a huge height difference between them. It's a more realistic explanation than anything supernatural for anyone else like Erika's dad who did meet Aya.

yep, this. We Asian just look very young. My face looks exactly the same as when I was 12, and I'm in my 20s now. If I don't wear makeup, most people mistake me for a middle schooler.

The thing about her identity went like this:

Erika negotiated with her dad for Aya to stay with her. As per the previous chapter, her dad seems to be doting on her.

Her dad, as someone trusted in the area, could probably convince Police or other people that Aya was someone entrusted to them for reasons and there was no need to make a fuss.
