Japan's "safest country" shtick is entirely on paper. Two reasons. 1st, REPORTED crimes (specially sexual assault related ones) are low because Japan. (that's what happens when you drill into people the bullshit that being a victim is equally damning in the eyes of society and ultimately your own fault) and 2nd, prosecutors and police don't take on any case unless its a %100 slamdunk win which makes their justice system look better in comparison (again, on paper). To be fair she did live in one of the safest countries in her prior life, she was nobility so even when living in poor conditions she never had to face the dangers of society and Alice is probably influencing her mind quite a bit.
