It is kinda of weird, but weirder things happen in manga. Though, for now, I'll just assume that she's her mom.
Maybe she isn't close with her mom, like her mom and dad are divorced?
I assume this because she (the mom in question) said something like, "is it weird for a mom to see her daughter?" I think they're divorced and Ootani lives with her dad and grew distant towards her mom, even calls her mom by name.
Also, the scene where Ootani took care of her dad feels like her mom isn't in the picture at that time. Maybe they're already divorced around that time.

Chapter 32/Final Chapter was released last month on the raws, but to be fair I cannot say if this was axed or just a normal ending (since the main story seems pretty much completed at this point) but as far as I looked at, the LN has just 4 vols so maybe 32 chapters would be enough for it?

Yeah, that volume 2 is really unrelated, 4 would be a nice touch but we probably all know Kotori would be welcomed with open arms. Thanks for your time and translating this sometimes silly but neat little story.
