A little of both (on the peerless v shitty) some of the reasons are spoilers, just a heads up warning.

First of all, Dad is actually weaker than his daughter. The only reason he won is because
1) He knew his daughter's habit.

2) His daughter wasn't serious, contrary to her teammate's beliefs.

Against other opponents, he is skilled but not really at the level of peerless (confirmed, spoiler reasons).
At most, he would probably be at A rank (my guess).

Him not knowing his strength is correct though.

He lost his leg to a shadowy wolf creature possibly similar to the human shadow his daughter just 'killed'. Not that he knew what it was.
