So in summary:

1) The first company that Runa bought was not too risky for the higher-ups, and let them prove the Kaika method.
2) Because it was proven, there was no excuse NOT to approve of Runa's purchase of the actual disaster company, letting Runa use ridiculous amounts of government money with impunity
3) Capital Reduction finally erases the insolvency by having the shareholders bear the brunt of the losses. Most people are not insane enough to do this, but Runa, the biggest shareholder, has every right to push this through.
4) In effect, Runa tricked the government to letting her use trillions of THEIR money AND allow her to get billions into debt.
5) All so that she could get all this done BEFORE her microsoft and apple money came in. This in effect prevented the bubble pop that would affect the laypeople the most.
6) And now that she HAS money, AND loads of connections, AND a proven track record, all she needs to do is grow up to personally clean up the country.
7) But obviously she's got a target on her back. Not necessarily enemies, but likely many who would do harm to her anyway.

youre not gonna be happy, we havent got there even in the web novel (tho the web novel is full of random ass fillers, iirc author said that the LN is polished while WN is his idea dumping ground)
I tried reading it, it is as the author have said. It's quite disorganized, but most webnovels are.

What's up with the 1936 map at the end? (Not entirely since it has RoK)

THE map is so weird that countries included shouldn't be in the same era:
Manchuria
RoK
Japan
RoC
Russia (Sakhalin)
Japanese Taiwan


On another note, im excited with the next arc possibly centered on politics 😍

If I remember correctly, I think it's the map of that world. Remember it's alternative Japan, in that world Japan surrender much earlier. They even kept Taiwan, which is why ROC control (fled to) Manchuria instead. Though I dunno about ROK, but presumably, ROC's manchuria holding means Korean peninsula is surrounded by anti-commie state, so any commie state wouldn't have any time to grow. Maybe reading back on Chapter 1 while holding a 20th century history book could help understand the map.
