It's Japan. High School isn't compulsory like it is in the States, so all grades do is affect what Universities you may be eligible for. High school graduation requirements are probably low-ish so that schools can say that they don't flunk anyone out.We also confirmed that 30% is the passing grade.

Even if it isn't fear, it gives lasting impression to Anjou. She'll less likely be careless.In a small class environment like that it's mean, but it's a good habit to force students to have so when they get to college, they don't get actual permanent zeros because they turned in a scantron test with no name. Not to mention the exam being 25% of your grade or something. So I totally get why the teacher would do it like this. Fear gets imprinted in your brain preeeetty deeply.
