There weren't that many people, if any others, that forgot to write their names on this test. It's Japan. High School isn't compulsory like it is in the States, so all grades do is affect what Universities you may be eligible for. High school graduation requirements are probably low-ish so that schools can say that they don't flunk anyone out.

In a small class environment like that it's mean, but it's a good habit to force students to have so when they get to college, they don't get actual permanent zeros because they turned in a scantron test with no name. Not to mention the exam being 25% of your grade or something. So I totally get why the teacher would do it like this. Fear gets imprinted in your brain preeeetty deeply.

Even if it isn't fear, it gives lasting impression to Anjou. She'll less likely be careless.
And yes, it's better to do this clumsy yet rather fatal mistake here with a teacher like him, compared in the college, or heck, in the workplace.
