It's hinted in ch1 pg17 that Williard is/had developed an inferiority complex as a result of Emilia working her butt off becoming an incarnation of a perfect goddess.
He's left holding the bag of shit called Pina after attempting to use the situation to tarnish Emilia. His idea was to knock Emilia down a peg or two and mar her perfection so that he can have leverage over her. He was "willing to overlook" (ch2 pg54) claims if she confessed to something that didn't happen for that end, and didn't intend on following through his threat of annulling the engagement. However the plan completely fell apart when Emi broke and Remilia emerged declaring unrestricted war against everyone who shattered Emi's spirit.
As a result, Remilia didn't take the compromise forcing Williard to follow through with the anullment. Otherwise if he hadn't he would have to publically retract his support to the claims of harrassment and attempted murder a few minutes after making them, which would be quite the backflip...
He shouldn't have condemned Emilia so publicly, he should have done it in a setting that didn't have the stakes jacked up so high so that he couldn't back down without losing the lot if the scenario didn't go to plan. In the end, he put everything on black, and the ball rolled into the double zero.
This falls neatly into all the other capture target's plans. Emilia was too perfect and they all liked her too much. They all (aside from Williard) wanted the engagement broken so that they would have the chance to scoop up Emilia on the rebound.
The double whammy of the charm perfume and love potion didn't mind control them (ch3 pg22). It only makes the affected see the person in a more favourable manner, which in this instance would mean that the idiot quartet wouldn't be so damn annoyed with Pina's antics. They still decided to go along with the condemnation though, but it was their own conscious intent for their own goals, not because they felt compelled to do so due to affection towards Pina.
Claude needed her to be disowned in addition to having her engagement to the Crown Prince anulled so that he could bring her back in as his wife. Which is why he's saying to Williard's face that it was the right thing to do to exile Emilia even though Williard is cracking with regret and struggling to get more copium in ch14.
In a way, Claude is the biggest piece of shit of the lot. He needed the extra step of cutting Emilia out of the family for his objective, so he would have pushed for her exile. Then again, her father is also a piece of shit as he only ever saw Remilia as a way to get influence into the royal family through marriage so with the engagement being anulled, he would have discarded her regardless.
Would be funny that Emi sees what the villianess is doing, but without hearing her inner thoughts thinks the villianess is a much nice and helpful person than her so she never came back.
i mean im sure she'd understand , since in the end she used her 'cunning' to help ppl in the long run even if she's thinking 'muhuahua serves you right' when learning of the failed attempts of the 'crop rotation' and such (altho in a world with magic , other than to help commoners and ppl who can't use it, feels like it'd be easier to use some kinda rapid growth spell, tho i suppose better in the long run to help ppl self sustain instead of just handing them like a bag of like 5k coins like she did to the original demon 'merchant' who ran the secret shop)

Also, about Pina: I think she already realised that the world no longer follow the game scripts. But she think that the world rules still applies (in other words, her being the saintess made her a necessity and so people needs to follow her opinions; that she has a position similar to a king)
Additionnally, it's her first real setback. Everything was granted to her for a long time, she could charm people (with or without premium items), even when they set restrictions, it was Willard that was reprimanded, not her. She probably think that her acting work on the ministers, but it only work on teens. She also failed to realise the power shift, that Willard is no longer next to the throne; hence she lost value.
